Internet Fraud Complaints Increased according to FBI

According to the FBI's Internet Crime Complaint Center, complaints increased to 33 percent compared to previous years. FBI said that this was mainly due to the fact that cybercriminals have perfected their techniques and hackers are employing more complicated programs to hack and steal sensitive data.
Okaaay, if cybercriminals are perfecting their techniques, when will the FBI perfect theirs?! More on the report, online auction fraud and nondelivery of merchandise were the bulk of the complaints.
I wonder if some of those undelivered products were really the work of cybercriminals? There are several legitimate websites and companies that have been complained of not delivering their products. In fact, this customer complaints website called www.canyoutrustthem.com has dozens of complaints about different companies, and some of them already established, that did not come through with their orders.
I guess as an alternative to FBI's Internet Crime Complaint Center, people could try shaming these companies first to see if they would try to settle with them.
And it will continuously be increasing if authorities don`t do something.
